Why is this surprising? Is it necessary for China to restrict freedom of speech and access to information? Is it necessary for China to place domestic spies on every block? China is a totalitarian dictatorship - whatever it deems necessary it will do, and when faced with a major rabies epidemic the last thing that's going to cross any Chinese official's mind is individual liberty.

Until this week's new policy, I would have rather been a second dog than a second baby in the People's Republic.

In china, strays are a big problem, trust me, i've been there. and starving dogs on the street is worse than the one dog policy if you ask me. it actually is quite necessary in their situation, for they don't have so many dog shelters and all...let me remind you: China is already crowded...

I think China has some good ideas, one child, one dog and liberal use of the death penalty. We should give it a try for a few years

If you've ever been to China, you would understand. They have a BIG problem with strays. If people won't rectify the problem by themselves the government must step in. Its a public health issue, not an anti-dog issue.
