It's never too late to learn recreational tennis. Lots of people start learning when they are over 30. On an extreme case, there was a national over-80 tournament(!), and one of the champions started to play at 60! However, it is late to consider professional tennis. Since the prime years in tennis are below 30, a lot of the top players learned when they were younger than 10 years old. At 16, they already know if he/she is good enough to try for pros or not. Still, there are exceptions like Michael Stich, an already exceptional athlete, picked up tennis at 15 and won Wimbledon later.
