my home network has several computers sharing resources through either cables or using wifi. if I take my laptop to my mates house and want to scavenge files from my home network, I can create a VPN by tunnelling through the internet - that is, that my laptop uses my mates internet connection to create a connection to my VPN router at home, establishes an encrypted tunnel through which my laptop can rejoin my home network with all the access rights that it would normally have were I at home.

As others said, it's a 'virtual private network'. We just got one at my company and it's very cool. In addition to storing files that I might need with me on the road, I can check my Outlook calendar and email from any internet terminal. It stores everything on a remote server. I have to everything I need from anywhere I go.
