I don't know about people, but you will need about 20 tons of air conditioning capacity. Don't make the mistake of forgetting to account for this. If the space was not used for large public gatherings previously, then you will be sweating it out.
Also, if you are adding a kitchen you may need another 8-10 tons or so.
I know of several restaurants in town where the owners rented the place, decked it out really nice and then did nothing to the mechanical system and found it to be quite warm inside. This is easy to overlook, but costly to rectify.

That would depend on if the sq ft you mentioned is seating area or inclusive of kitchen and storage. Then it is dependent on exits and various other factors that are fire related.
Your best bet is to submit the plans for the building to your local building inspection branch at the city hall. A fire department inspector would be able to direct you to the appropriate people. Regardless of who you talk to the final answer will involve fees and licensing with the local authorities. Any answer you get here will be changed by local conditions.

I think you could find out how many the state would allow through the fire inspector, they set the capacity regualtions, you will also need restrooms &proper exits to accomadate customer volume -the organization that issues your buisness licence should be albe to help you w/these types of questions-good luck

That is determined by the fire dept. depending on the location of available exits and number of toilets for guests. Your seating capacity is based not on how many people can sit in the space, but how quickly the space could be evacuated in an emergency, and if you have adequate facilities to accomodate their toilet needs
