I'm not a musician but I'll try to answer. I think they want to acentuate the music and not the visual look. They don't want too much attention on the clothing. However some, like Elton John, seems to earn attention on music and clothing as well. Then again he's gay.

I think it started off as the "poor musician" thing - they'd wear whatever they had because that's all they had. This was their way of keeping it real, showing their roots, whatever you wanna call it. Then it became the fashion - retro t's, clothes that don't fit, etc.
