I need to install windows ME on a computer in place of w98 but I have forgotten what to type in on the prompt command?

You shouldn't need to the start up disc will do all that for you.

Put the disc in the CD tray shutdown and restart the PC and the disc will take over.

If you really want to format the disc another way, you would type format c: at the command prompt.

Your other answers know better than me but you may find the CD drive is E:\ if you use the startup floppy. Something to do with creating a simulated hard drive in RAM so RAM becomes drive D:\ and the command you want is E:\setup.
Also depends on whether your ME is an upgrade or a full installation. If it is the upgrade you do not need to format the hard drive first and if your ME is legitimate you should have a book with it telling you.
I tried ME and found it much better than 98 at configuring USB peripherals. I could not get an external HDD to work with 98.

Well you seem to know how to get to the prompt (using a boot-up floppy disk) so I'll skip that part. The command is "format c:".
Then when that is complete, boot again from the floppy (with CD support enabled) then type D:\setup.exe

The other answers are correct about the format command but I don't agree the 'ME is crap' I installed ME on my old laptop it improved the reliability. I'm not saying it is as good as XP but the old machines will not run XP.

I know, but I am not going to tell you, so you can't replace Windows 98 (which had its faults, but has one of the better iterations of Windows) with the awful ME (an apt abbreviation, IMHO), which was so bad that even Microsoft had to replace it!
