So OK here is my best attempt to translate the above into something like standard American English.
Our narrator was walking and he stepped in/tripped over some excrement (i hope dog) (Don"t you have laws over there requiring people to pick up after dogs?) Some "Chavs" were observing. A "Chav" is a person with very poor manners and social skills who speaks an unfortunate style of English and is kind of hard to understand. If you do have laws requiring people to pick up after their dogs, he would ignore such laws. And many others. The "Chivas" laughed at the narrator and his unfortunate spill.
The narrator had never seen a "Chav" in real life so he asked the observers if they were "Chavs" and they confirmed this. They also said that if he was going to sit around in dog waste, he would become a "Chav" too.
Our narrator threw the dog leavings at the "Chavs" and reported the story. He was very happy to finally see "Chavs" in the flesh.

Sooooo whats your question? If you don't mind could you possibly speak english. I am amazed at what schools are teaching kids these days. It sure isn't how to speak.
