It depends on whether you mean a boat or a personal watercraft. I believe vessels that use the hydrofoil system are considered the world's fastest water craft. These sites should help you.

You know what, I actually thought about this question after posting my sarcastic remark. I think the fastest means of water transportation is evaporation/condensation... in the air! Look at how fast clouds move... and yet all they are are water vapor looking for an excuse to condense and splatter us in their free fall.

That is a good one. If you mean to transport water from one place to another, the answer would be pipeline Pipeline is the faster and cheapest way to transport any liquid from one place to another. If you mean a person or goods, the only way you can transport them on water is on a ship.

the transportation of water is done wuicker through a high pressure pipeline.

However the transportation of a person or object across water is probably by hydrofoil or hovercraft.
