First things first- make it clear to him that you are communicating with someone outside (cell phone or landline) and if possible let him overhear you telling this other person (may be your parents, or a friend) that you are by yourself and this boy is hanging around waiting for your brother. This will make it clear to him that someone outside knows that you are with him alone.
To get rid of him, you might invent a pretext that you have to go out to run some errands etc. If he doesn't get the hint and restarts the topic of dating you, you should politely but firmly tell him that you are not for it. The only reason you allowed him in is because he is your brother's friend and that he should know that. Most probably he is under the impression that he has been asked to come in alone and hence thinks he has a chance with you.
If he becomes obnoxious, you should politely tell him that he is no longer welcome to stay at your home. Make sure that you have your cellphone in your hand when you tell him this! Good luck.

Tell him that you cant date someone that is 7 years younger than you. If you still live w/ your parents tell him that theyll be home soon & wont like him there. If you dont then tell him that your "boyfriend" is coming over & doesnt like other guys at the house unless its your brother. Hopefully he will leave. If he doesnt grab the back of his shirt while opening the door & shove him out. You may be laughing right now but at least hell be gone. P.S Make sure you lock the door afterwards.

Did u tell im flat out how u felt when he asked u out? Hopefully, you're friend gets there soon. Tell him that your friend is on his way, you're going out, and that he'll have to leave. If that doesn't work, call for help. Good Luck.

Tell him you’re not interested and you would appreciate it if he would call before coming over to see your brother. That way if the brother isn’t there he won’t be wasting anyone’s time by coming over.

Tell him to leave or you will call the police or if you have security in your building that you will call them.
If he doesn't leave then do it - follow through.
Tell him he is not welcome when your brother isn't home. Then tell your brother to get his friend under control.

No matter what he does if you don't like it to happen nothing will happen, unless he rapes you, which is unlikely. So just ignore him.
