1. The parking authority! These guys are ridiculous. About two years ago, there was a pretty bad snow. Now, we weren't able to have a parking sticker, so had to move our car every two hours. The streets hadn't been plowed AT ALL, but sure enough, the meter maids were out in full force. I mean, you couldn't even get your car out if you tried. You'd think they could use some of all the money they make writing tickets and towing cars to pay for a g*ddamn snowplow!!! Oh, and don't they own ALL the parking garages in the city? I'm not sure, but that's what I've heard....
I love Philly, but parking is a NIGHTMARE. I've found it easier to park in both Manhattan and downtown Chicago.
2. It's kinda dirty. But that kinda grew on me. I don't mind that so much anymore.

1. City Wage Tax. Moving out of the city (if you work outside of the city) is like getting a 4% raise!
2. School system. I wouldn't send my worst enemies children into those schools. (I'm married to a former Philadelphia school teacher.)

60+ years of one party political control. The Democrats have run the place into the ground and most of my fellow Republicans have left for the 'burbs rather than stay and fix it. Thus We elect the same do nothings again & again.............
Second?
The School System. In debt, poorly run, Drop out rates at 50%. Not producing kids to deal with the 21st century, but fill the prisons instead. The poor performance of the schools also contribute to White flight turning into Black flight for Philadelphia's Middle class.
