Depends on what they are perservering...
If it is someone pursuing a relationship that the other is not interested in, that's annoying.
If it's perservering through hard times to achieve your goals in life, that's admirable.

After many years of living a life that seemed to be going nowhere, I now have a life that Iove. Perserverence is what got me through times when I was alone, down to my last dime, and without any clear prospect of better times; when it would have been easier to give up. Enduring difficulty and never abandoning hope--I'd like to think that it's a good trait.
