I've also been looking around the net for good deals, comet actually have some reasonably priced PAYGO phones, so do Tesco but both have very limited choices on networks, you can easily get the phones unlocked though.
On contract the Orange deal that was previously mentioned sounds pretty good and also Virgin has some pretty good contract deals too but to get the best deals from these providers you should visit their sites as the contracts from these providers from other sites like phones 4U etc seem to concentrate more on free minutes than texts.

There is a tariff on orange called dolphin 25 (18 mnth) and its £19 a month. Below are the phones you can get free with it
