You made no mention of the criteria for judging "cleverest", so let's try a couple of examples: "cleverest" nation for inventing new products and things is the U.S.; "cleverest" nation for electronic devises is probably Japan; "cleverest" use of the English language probably goes to educated Brits (or is it just the accent that makes them sound so clever?). I'm sure for any criteria you choose for measuring "clever" you could answer with a different country.
