Are there any American Mothers in France that have been thru the Hague procedure ?

I am waiting to go to court/trial, and the wait is unbearable. Any suggestions would be very helpful. This treaty was formed with 13 countries in the European union.

I have heard of the Hague but never heard of the Hague procedure..
