The Spitalfields area and part of Bethnal Green in London was home to weavers. This is evidenced by the Weavers ward of Tower Hamlets and the Weavers Fields park (which replaced a section of housing used by weavers). There is one row of housing left in the area that has the large upstairs windows that were fitted to give the light necessary for their work.

Try the likes of Wigan, Rochdale, Oldham etc all in Lancashire (Wigan now classed as Gtr Manchester.)
