I'm not conversant with programs specifically in NYC, but many trucking companies offer to pay the cost of training and licensing for CDL's with an agreement to work for that company for a specific duration( usually 1 year) to avoid being billed by them for their expense in training you. Check your local papers under trucking in the classifieds or call around to some of the larger trucking companies. You will most likely have to spend a lot of time driving long haul since those are the most in demand positions, but after you have honored your commitment to that company for the training, you can start looking for a better position in in-state and local driving positions. There are always demands for trained, experienced drivers all over the country.

Go to a workforce 1 career center or this other place call BUWI, something like that. Workforce1 has it. Plus the MTA offers CDL training to bus driver position applicants, at not cost, plus the CDL training is paid.

Many counties have welfare-to-work programs. Look into one of those. You could also sign-on with a big carrier that trains and work for them to pay off your training costs. I think Schneider National and C. R. England still take students.
