The thoughts of the founding fathers were to have the Senate insure long term stability to the government. The House is elected anew every two years to reflect the mood of the people, and give the people some immediate control if they think the government is heading in the wrong direction. The current affairs in Iraq is exactly why the system was designed as it was. The message was sent to the government that the people were unhappy and wanted a new policy.

one third every 2 years, continuity I guess, possibly the fear of one party control that can happen in the house, I don't think a senator should have a 6 year term, I would prefer a 4 years with half the senate up every 2 years.

So there is consistency in the Senate. We can't have everybody being new all at once--the gov't can't completely be new every so often--that would create a hiccup while they were caught up to speed.
