this is a bogus political propaganda line. It means that conservatives, who don't usually give a hoot about anyone but themselves, and have voted against every measure designed to help the less fortunate or disenfranchised, wanted to get more votes by saying they had compassion. Don't fall for that one

Nice sounding words.

Politicians give us many words to play around with, but when day is done, the reality is that they get fed by the big money interests (soft money or P.A.C. money).

Everything else they do is mostly about a play on nice sounding words.

I offer to you to just examine the contents of any politician's speech.

You will find, it's all just a bunch of hot air.

A way to point out that conservatism is a belief in people's ability to do and get government out of the way so that they can do. So I've gathered at least!
