They are installation files. More precisely they are archives used duing installation of programs. For example the old Windows had *.cab files, but many actual programs use them.
If you delete them you can't reinstall some programs (unless you have a copy of them somewhere), but it doesn't affect in any way the programs you have already installed.

In computing, CAB is the Microsoft Windows native compressed archive format. It supports compression and digital signing, and is used in a variety of Microsoft installation engines: Setup API, Device Installer, AdvPack (for the installation of ActiveX components from Internet Explorer) and Windows Installer.
Hence these files are important!! (Crucial too,,,,)

these are back up files. if there is a need to reinstall something like TCP/IP you needed those or else, your computer is dead.
