TNA is rubbish. Undertaker is one of the best in ring veterans ever. He's given his all in the 15 years he's been in the business and never failed to give everything to fans wether we've cheered or booed him. He gets in there as a seven foot guy and pulls off some moves, not because he had too but because he wants to for the fans. He has excellent submission skils, excellent mat and standing skills and he could probably give Tyson a run for his money with his hands. He's developed his character over the years but always kept us captured with his in ring skills.
Close behind Undertaker I'd have to say Chris Benoit, all credit to the man, he can mat wrestle and submit people easily.

listen i have two people
The ICON: Hulk Hogan basically because there would be no wwe like it is today without hulk hogan, but for in ring skills he was just pretty good. acting/promoting he was amazing
The LEGEND: Bret "the hitman" Hart. Simply put the best technical wrestler in the ring, the excellence of execution ..he NEVER inured someone in a match EVER. completely professional and honorable, and awesome matches in his history its a shame his career had to end the way that it did.
as for new guys um...id say Chris beniot or sting

You want to go technical? I would say Bret Hart, Chris Benoit, Kurt Angle, Lance Storm, Perry Saturn, Dean Malenko, Ric Flair, Taz, Rick Rude, Samoa Joe. I like good suplexes and submissions. These were the best on the top of my head right now

if you are looking at pure mat wrestling skils Chris Benoit and William Regal probably the 2 most technical wrestlers in the game today, both can grapple, both can submit wrestle and the match thay had at No Mercy was a master class for any aspiring wrestler to watch and learn from

Well, there's 'proper' wrestling such as Greco-Roman, Sambo and Judo etc, then there's the staged, camp Leotard World - known as WWF
Russian Alexander Karelin stood out as one of the great Greco Roman wrestlers of modern times. Although I know your question relates to WWF, I just couldn't help myself !
