You will have to talk to an attorney. Governments and government agencies are sometimes immune from prosecution. You will have to find out if you have a legal right, then you will have to find out if you have a legitimate case.
Finally, there is the question of damages. Plaintiffs' attorneys take cases on a contingency basis, if there is money to be made. What financial loss did you sustain by being discriminated against?
