I agree! Maybe its because you are gathering thoughts/ information around the subject or area you forget about the technicalities of the question or subconsciously have a better answer to a different (similary) question.

The many demands on your working memory cause interference during recall of the information you require. Try thinking of cues to lead you to the question you needed to ask, put yourself in the situation where you first thought of the question and it should aid recall of your original dilema.

Because you did not write it down when it first occurred to you, (and your memory isn't always perfect - nobody's is).

Your question is similar to 'Why is everything you look for always in the last place you look ?' ... Because why continue searching once it's found.
