Not all the boss, but most of the boss are like that. They want to have cash flow, and one of the way is paid late and let their cash can used in other effective ways.

1) Boss pay late b'cos they want to make use of the fund. They earn interest from what they kept in the bank. Nowadays, bank gives daily interest on the money they kept in the bank.
2) The co. could be desperate, they even loss the work ethics as an employer. They only think about themselves, without even thinkling about their own staff's need. Staffs also hv their own personal and family expenses that needs to be paid off withing certain date especially at the end of the month.
3) There are also bosses who try to get credit from their bosses by paying late and earn interest for the company. They think by doing this, they may get better rewards or appreciation from their bosses and at the expense of their staffs.
4) Boss pay late also b'cos they are in bad shape.
5) Last, but not least there are also bosses who are just nasty !

If your boss is paying you late, I suggest you find another job because he is playing with funds, and is probably on the verge of bankruptcy...take it from someone who knows...I've been there. Good luck.

If I am reading your question correctly. It is so the employees do not leave work early. They do tend to do that when they get paid early.
