It will only work if the unlocked phone is 3G compliant. As "3" is a 3G network.
3G phones do work on 2G networks when 3G is not available, however you do need a native 3G phone.
Most older 2G only phones won't accept the 3G Sim Card due to technological design differences.
I have not heard of "3" cards locking up in this way as I'm sure its illegal for them to add this constaint upon their customers.(Fair Competition Laws.) I have three O2 3G contracts and Two Tesco Mobile PAYG that i pay for in our house. We have just dumped Two "3" PAYG Sim's, Two Orange PAYG Sim's and Two Vodaphone PAYG cards due to bad reception. All of these cards worked fine with with My Nokia E61, Sony W800i, Sony K800i, Moto' V3, and Moto V600. All of the phones where supplied via CPW unlocked.

Unfortunately matey 3 pay sim cards only work in some phones, Samsung Z Series handsets accept 3 sims, or a K800 Sony as long as its unlocked, Nokia N95 again has to be unlocked be cautious when buying mate.. Hope U find a good phone.

Depends on the phone. If you put the Sim inside a 3rd generation capable phone such as K800i, N80 etc then YES it will work (provided the phone is unlocked to all networks).
If you put it inside a non 3rd generation phone such as the Samsung D600 etc then it will NOT work.
Neither of these will cause your Sim to be blocked. If you have an incompatible phone you will get a message as soon as you switch the phone on saying "Sim not supported" or something along those lines.
I hope that helps.
