For the emotionally immature the teasing is often a form of flirting, and the attempts to be sweet also back up the fact that this boy probably likes you and the starting must be because you're goergeous?
I think his hormones and feelings are directed towards you, either as a cruch or a thought that he may like to be closer to you.

A prepubescent love-hate thing. He really likes you, and does not know how to react to treat you to get you to like him, because it is new to him to like a girl, and he is used to interacting with boys. He is experimenting, and trying what we adults call foreplay, which you obviously don't need to act on until you are older as far as sex goes. MUCH OLDER!
If you like him, then tell him privately that you like him.
If he really embarrasses you or gets on your nerves, then walk up to him in front of everybody and kiss him, that will blow his mind and embarrass him to the point he will probably leave you alone.
Remember, no dirty touching until you are MUCH OLDER and maybe even married!!!!
