Could you help explain the meaning of 'next tier of winners' in this context?

I read this one: "Next week's top prize is an estimated £120m and if no-one picks the five winning numbers and two Lucky Stars in the draw, it will be shared among the next tier of winners."

What is the meaning of tier here?

If no one has all the winning numbers and wins the top prize, it will be divided among those who were closest to having everything right.

It would be the people who got 5 numbers and 1 lucky star I would imagine. The tiers refer to the different grades of winning, something like in poker - the better hand you have the better the prize.
