It is easier to prescribe knowledge than to question knowledge.

Reducing different ways of thinking and perceptions will allow a central set of beliefs to develop. Push and pull arguments will revolve around a few main sets of ideas that is manageable in the line of thinking that a nation's leaders can answer or curtail.

Knowledge that is unquestioned can become self-reinforcing. Decision makers adapt evidence in support of their prescription to society and rejecting others that are far too adverserial that will cast doubt on their own values.

Over time, people and decision makers may never know any different if what they live has been all along a lie or true. Questioning without depth and illusions provided of questioning with depth becomes self perpetuating.

Some censorships are tailored to specific events. Although censorship restrains questioning to bring doubt to existing issues, it can also limit panic by removing the element of people who act on advice at face value.

It is far easier to control a society that is living with ignorance. Censorship alters truth and prevents questions. If no questions are being asked then nothing is being challenged making control that much easier.
