Wats the title of this novel?

The plot goes like this : a man carrying his child while on the phone was tele-transported into some government building. where he learned that he was representing the human race and will be competing against other aliens from different planet. Winner gets to sit in the council of the universe or something like tat.

some of the different aliens were : one tat could change into any shape it liked, one had hounds with it (it broke the rules), and another had a triangular shaped head and a tail as its body which it use to strangle others...there were others just cant remember...

the ending was where the guy reported the alien that broke the game rules and the council forfeited the game

This sounds like 'Contest' by Matthew Reilly to me. I'm not 100% sure as I can't remember the aliens so I'm not sure if they match the descriptions you give. But the book is about Stephen Swain and his young daughter, who are transported to New York State Library, where they have to represent Earth in a battle against various other aliens.
