It really depends on where you live and what's offered.
US Cellular in the mid-west is great! It's cheaper than most for local plans. This is great to get if you don't travel out of coverage area much. Also, nights start at 7 and you've got free incoming minutes!!
Sprint has free incoming as well, but don't let that fool you... everyone says it SUCKS and service bites the big one.
Cingular sucks for pre-paid, and for contract, it's pretty expensive... although the coverage is great and I don't have any complaints b/c it's nationwide for traveling, etc (the phones are very pricey and there's no variety). They do have rollover as well!
Verizon makes themselves sound really good with their "in" crap, but it's basically the same as Cingular pricewise. A lot of people are with them, so that is a plus. However, their technology isn't as advanced as Cingular or TMobile b/c those are GPS.
TMobile is pricey.
Alltel has some cool stuff coming out, such as free mobile to mobile with any 10 diff cell numbers (like all the participating* companies merging into one) but they merged w/ Nexttell which sucks in smaller towns.
If you don't travel much, check out local plans. There's a lot of the unlimited minutes within your calling area if you're afraid of going over. If you do travel, Cingular and Verizon are the best way to go. Check out their phones though, that may be the deciding factor.

The phones are great as well. the new sidekick three is your ultimate texting device, and comes with built in aim, yahoo, and msn instant messager, and now its available in different colors! you seriously cant go wrong with t-mobile. they were also voted by J.D. powers and associates 4 years in a row the best customer service in wireless. they are available 24 hours a day, 7 days a week to take your call. give them a shot! even if you don't like something or have network issues in your area, all t-mobile dealers are required to offer a 2 week buyers remorse period, so if in the first two weeks of service you see any problems with your device or service, just walk in to the store and return it. you'll get your money back and your services canceled, no questions asked.

go for moto v3i --8600 rs , 256 mb memory , nice look , 2 megapixel camera
motorola L7 - 8300 rs, 256 mb , slim phn hi fi sound quality 2 megapixel camera
motorola L6 - 5500 rs , 10mb memory , hi fi sound quality wth 2 megapix
sony ericson W550i -- 9800 rs ,256 mb memory , sound quality is very high , 2 megapixel camera and slide phone
or i think NOKIA is the bst and cheap cell phn company in india
nokia N91 - 19100 rs , 4gb memory, standard phn
nokia N93 - 30000 rs(guess) , 4gb memory , 3.2 megapix cam ( u use this phn as a camcorder) good sound i think complete phn
nokia N70 - 16100 rs , 128 mb memory , 2 cameras wth 2 megapix , good sound ( best in this budget)
nokiaN73 - 23000 something ,3.2 megapix wth double cam ,
note;- its all depand on ur budget sweety

My children seem to prefer the slide phones
e 900 or d900 samsung here in England.
