I live in Devon and we have been on this scheme for some time now.
We have to put all recycling material in a brown bin. This includes food waste, both cooked and uncooked.
After 2 weeks in the summer I can tell you this bin stinks, and is full of maggots. The lid is closed all the time, but the flies find a way in.
The general rubbish (black bin bags) is collected every 2 weeks.
This is not a problem as it contains no food products and therefore doesn"t smell.
There is such an outcry about recycling, and the you hear stories of it being dumped anyway.
I think the World has gone mad.
If they want us to reduce waste, get the food industry to reduce the amount of packaging.
By the way my council tax has increased over 250% since Labour have been in power. B"stards.

From what I read this morning, they're fining loads of people just for leaving the lids of their bins open (which is great - lets go round town opening everyone's bins...) but they're not interested in stopping fly tippers.
As far as I can see the solution is simple. Head down the canal, and dump your rubbish there. As long as I haven't been up to open your bin while you're away, you'll get away scot free.

Ah, well, you see! that's such a great way of the council saving money! it's also a statement of "hey, we REALLY wouldnt do this if wasnt bound by law for us to look after our county's inhabitants, if it were up to us, we'd charge you s**t loads for nothing, that's right, just for living there! and you wouldnt have any help from us at all! we would leave you in the gutter! we wouldnt bat an eyelid if we saw you gnawing at the neighbors skinny, flea-ridden dog's leg. Hell, we'd pay YOU to reassure us that were screwing you over big style". Sorry, rant over, what was the question? lmao!

I believe its going to be a trial during the winter months when the rubbish doesn`t smell. They are trying to encourage more recycling as we are well below the rest of europe. Although recycling is on the up.

My local council only empty my bins every 2 weeks one week general waste and the next week the recycle bin i can tell you after 2 weeks in the summer the general waste bin REALLY smells they have also given me a garden waste bin i live on the FORTH FLOOR!!!!!!

we get that recycle bin once a fortnight and the one that smells in summer once a fortnight and believe me it needs a weekly collection are they going to charge us less in council tax? oh yes if we leave a black bag next to bin they wont take it leave the lid up because you have put the black bag on top and they will leave the bag on the ground for next time.

Wait until summer and then deliver your two-week old rubbish to the steps of the council offices. Leave it there and say you were just trying to save them money. Repeat every two weeks until they get the message.

sorry I'm from the states what's a fortnight? when I lived in a big town they took the trash twice a week now I'm in a small town and they charge me more moey and take it once a week. Do they charge you for the service? are they going to cut you a break on your bill?

Wow,that's old news,not sure where you are in the world but I live in Northampton UK and that's been the case here for ages.Every 2 weeks they collect the rubbish even in summer.
