this is a cheap answer that doesn't give the detailed advice, so research further. knowledge is power (yeah, that sounds lame, but it's true).
1. take care of your face. wash it carefully. exfoliate ever so often carefully. moisturize just a little bit, preferable after you shower. wear sunscreen daily. you can get facial sunscreen that also moisturizes (bonus!). make sure it's facial sunscreen though, else it'll be really greasy and you'll break out no matter how old you are.
2. get decent sleep. also try not to smoosh your face in your pillow.
3. stay clean and wear deodorant. clean people will always be more attractive than dirty, stinky people.
4. drink lots of water. drink electrolytes too.
5. exercise once in a bit. don't make it a chore, it's just something you do. get a bike for going out. etc. that being said, for me, I don't like guys that walk around with their shirts off as if saying "hey, look at my pecs and six pack". all i see is "hey, look at me, i'm a douchebag". keep your shirt on.
6. smile and be friendly.

get a good haircut.
eat well (dark leafy greens are good for your skin) and wash your face with a decent soap. get at least 8 hrs of sleep too. sleep is more important than most people want to believe.
wear simple solid colored clothes layered to suit the weather. in the summer always include an undershirt under a shirt to keep you from sweating through the top shirt. anything you are comfortable in is better than something you feel out of place in.

Totally- Your Head is the place to start!
I am a makeup artist (22yrs of experience) Male Models were my forte'. Lucky you! I couldn't sleep tonight.
My husband is subjected to this monthly- its amazing how "hot" he is now! He was a permed-mullet hair style, bearded, bubba when I met him! Yet- I saw the beauty underneath that hair.
Start with that smile- Crest White strips and a good dental cleaning and SMILE. Crooked teeth or not- a smile is the best way to meet people.
A great hair cut by a stylist that "looks at your best features" and will advise a "style" for your look. You can lighten or darken the color of your hair. Either natural looking or wild and jazzy! Its just hair, so play with it. Chicks love a guy that is flexible to new things and hair is cheaper than an entire wardrobe.
Get those brows waxed! That alone make a huge change!
Get your eye lashes or brows dyed darker. That really looks good, and since its permant (3-4 weeks) no one will question you.
Get that skin cleaned up- get a facial and a skin care routine- that will make you look great for many years. Wear sunscreen!
Shave and put it on!
Learn "how" to shave properly. Facial hair is an accesory for men, change it for the seasons. One long weekend can change an whole look with some growth. Buy a good trimmer & razor. Condition your facial hair at night, (put a towel over the pillow)
Mustache for Spring, Soul patch for summer, Clean shaven for late summer, " 4 day old-short beard trimmed for Fall" and Beard for Winter. Your hair style (lengths and colors) will change as well. The only thing I recommend is "be consistant" for annual pictures. Being "trendy" is fun, yet its not 10 years later in a picture.
Get a manicure and pedicure- Go on a Tuesday- its a slow day and not many folks there. Get them buffed and YOU need to moisturize them both at night. Lather those feet with cheap lotion (thick-cocca butter) and put them in cotton socks at night, no more bear claws!
You need to love the skin your IN, so take good care of it. Use only liquid soaps and get a salt or apricot scrub. Let your skin get warm/wet under the hot water of the shower and then really scrub it down once a week- everything- yes I do mean everything!. The minute you step out moisturizer it all! Get a frangurance free lotion add some of your cologne to it.
Trim all body hair. Under arm- reduce down to 1/2 inch and use a large guard on the electric beard trimmer and "GO to town" on the rest of your body as well. Look for pattern baldness on your legs and arms, that is wear the clothes are rubbing you, so just remove the rest of the hair or change you clothes and be aware its happening.
Eat better and Drink lots of water- That old saying, "You are what you eat" is really true! Hit the gym or the park and exercise, you don't have to be "Arnold or a WWF wrestler" just moving will change your chemistry and make you feel better.
Now if you really need some makeup tips, then go to the mens counter at a high end retail store "macy's" or honestly ask a handsome "gay guy" and they will help guide you in the ways of male makeup. Its much more common than you think.
Here's the reality of shopping- Tailored fit makes the Man or Woman look better. All things can be altered, shirt sleeves, t-shirt length and pants. Here's a tip- when having jeans or shirts tailored, have them cut above the bottom seam and alter it and re-add the bottom or cuff again- that way the stiching matches.
Lets get you dressed- You need to honestly determine what "COLORS" look best on you, not your favorite colors are the best ones for you to wear.{I tell folks to decorate their house and bed linens with those colors} Older sales woman will tell you the truth. so be ready! And ask them. Your body color is the key- skin, eyes and hair, Play UP those eyes with color. really it works wonders...woman will point it out very quickly.
Its safe to say, Denim looks good on most folks. So invest in some CLASSIC style dark blue and black jeans that "fit you".. in the waist and butt...you may need an honest eye looking out for you back here... get all you pants altered to fit the length (its $5-10 bucks) and it makes all the difference. Wear the shoes, boots and matching belt that you plan to wear most often when getting measured for alterations..
K&G men's clothing stores have cheap prices and can build a business suit and attire from them. Try new clothes and ties. You may find that "purple" shirt and black coat is a chick magnet. Build a wardrobe with white, blues (llight and dark), dark green shirts first, then add more colors. Get black, blue and brown pants.
If you purchase Dark brown shoes/ belt, it will look good with all the above and jeans too. Or all black to match your leather jacket will be fancier. You need to invest in good shoes and be sized for them with the socks you plan to wear.
Get a classic Leather jacket (no trendy style- Think Shaft). This is an investment item, so if you are still growing, get a size larger to be safe.
Get a classic (dark) Denium jacket, lined with a fabric it even better. This is a great "layering" item, you can add manly scarves that your girl friend makes for you.
Depending on where you life- really effects the clothes you wear. Classic looks, Beige, Navy tailored shorts and polo tops will never go out of style.
Good luck! This will not be a cheap journey to the land of "glam". SO be prepared, get the basics down and steer clear of trendy clothes and concert t-shirts. Get your "Head & Hands" Done first, that way you look great, not matter what do or don't have on and it will make you happier now!
Clothes can be from Walmart and altered and look more expensve that Brooks brothers at times. So "Shopping" is a real science and art. Get some good underwear and solid colored socks. Wear sneakers to exercise or with shorts, wear real shoes the rest of the time. That's the classy thing to do.
