Market targeting would be deciding which market to go after like government, automobile, telecom, construction, education, manufacturing, consumer, etc.

Target marketing is to go after specific areas within a market like Universities, high schools, Telecom manufacturers as opposed to telephone companies, etc. It can become very targetted like going after History teachers, purchasing agents in one industry, Lions Club members, Cadillac owners, carpenters, graphic artists, etc.

I guess the easiest term would be- in target marketing -marketing is done focusing on a particular area (could be product, service, both)
In market targeting you focus on the people or consumers in a particular sector they are your area of focus and your market
