Anything on the internet can be traced to its original IP, but it may be kind of expensive. Usually, only FBI or Homeland Security is willing to expend thes kind of resources. You can engage the services of a specialized security firm, but bring a lot of money.

Tracing to the original IP is a little more difficult on Y!A, because Y!A is not forthcoming within the USA, but it can be done. That still doesn't guarantee that the person who made a statement is the only user of an IP.

A clever college student who is quite familiar with the internet architecture could also run this trace. Anyway, they have to check to see if there were intermediate relays before confirming the original source.
