That would depend on which carrier you are going with, and what kind of contract you sign.
In general, the more features you want, the higher the price
Nokia 1100, mentioned in the previous answer, is indeed one of the LEAST feature-rich phones you can get. It's B&W only, tiny screen (for modern phones), and single-piece (not clamshell). However, it can found with some prepaid wireless accounts for under $50 (and prepaid = no contract)
On the other hand, you'll need a phone that's compatible with your carrier, and that means you will have to check with them.

if your starting a new plan most companies will have a phone that you can get for free as long as your signing a contract
