how can i show "folder options" in windows control panel?

Are you running windows xp? Folder Options should be visible in control panel by default. However if its not, go to the explorer menu, click Tools >>>Folder Options>>>and click Restore Defaults in the General and View Tab.

If you have XP, folder options is in the control panel.
