SMOG TEST- do all facilities charge the same for a test, or do they charge whatever they feel like charging?

Well here in Nevada, you can find 1 place that charges 18.00 and right across the street thy charge 22.00
There is a minimum thy have to charge for the service say 15.00 anything above that is profit.
