If it were the year 1960, I'd say Germany, but Germans these days are the people who wear dress shoes without socks. So, my guess would be that that tourist is someone who emigrated from Gernany in the 60s or early 70s, possibly to a place like Argentina, Chile, Canada, Namibia, South Africa, or New Zealand, and pretty much failed to realise that his "style" was becoming obsolete. An old ex-German migrant, living somewhere in the new world, out of touch with the modern realities both in his ex-home country and his place of abode. Am I close?

America. It's just so easy, y'now? You have socks on to keep your toes warm and sandals or flip-flops are just so much more comfortable and quick to put on than regular shoes sometimes. I know I have done it occasionally. It's a semi-look in California, so I don't have to worry about looking a little odd in my sandals and socks. :D Lucky me.
Though, I don't know any Californian that wears socks with sandals to the beach...
