The man has come to the US to visit her daughtr and the reason that he tried to get his green card was only because he wanted to be easier for him to come to US at any time and then come back. but on first days of his arrival he had stroke and he is under treatment, with no insuranse. His daughter won't be able to pay the cost. Is there any advice for her or comment? What is the process for possible governmental aid for him?

No doctor regards life as a privilege, nor does any doctor regard money as a system of triage. If a patient requires care, any doctor will provide care.
As for hospitals, I can not speak so kindly. If you gave your signature as the person who will provide for his care, you are personally responsible for the cost.
You can negotiate with the hospital, plead your case, and you can work something out with them. If you agree to pay $1 a month for 1,000,000 years, they will often take it.

No One is responsible for the bill..If he has no money or insurance the hospital still must give him care, and they can write it off the books. He should pay everything he can as soon as he can...

apply for a grant to both countries submitting both coppies with what ever exlanation like you have here . try churches as well.
