Only I do. My male roommate is too busy filling it with beer bottles that I constantly have to pull out for recycling.
It seems like no one thinks it's their job and it gets passed off to the person that feels they have no choice.

The same one who's the last to go to bed at night. This way, they can check to make sure all the windows and doors are not only closed, but locked as well. Its good if everyone takes turns because if they same person does it every nite, complacency can alter their judgement. Share the chores, this way everyone has an important job to do.
Isn't it sexiest to believe that "women" have a certain job in the home? Wouldn't this apply for men, too? Excuse me, but the last time I checked, I believe that we are in the 21st century. Not the 1800's. Heck even back then women chopped wood! That's a lot more physical, and dangerous than taking out the refuse. The only reason most moms do the majority of the housework is only because if they don't do it, who will? That doesn't mean its womens' work. It means that us guys are lazy when it comes to taking care of household chores.

Doesn't have to be the mans job, but I do it at my house. I just know that my girl gets a little grossed out by having to touch the lid to the can outside. I don't mind it at all though.

We take turns and do something once a week .
For example.. for one week I do the garbage, the next I do the dishes and someone else do the garbage.

Whoever is passing the dumpster first. We put the full trash bags by the door and the next person to go out takes them unless they are really smelly or the bag leaks and then I take it out because my fiance would just walk past it. But I have been known to put the trash bag in his hand as he is leaving.

It is in my house. I always take it out, but then I am single and my Ferret isn't tall enough to reach the dumpster lid.
Seriously, it always was my job back when I was married.
