get a router with SPI
stateful packet inspection
and zone alarm is great too

Not sure how it performed..but i know it about IP etc things
You can protect by software (Packet Flood Generator) and you can track , who is attacking you

free firewall >zonrealarm pro . from zonealarm . that will protect against Packet flooding

This is usually done with a scripted loop ping. Try setting your firewall to drop these packets insted of acknowlege them.

To see who is doing this use a command line tool called netstat
