what is the problem with your water heater -cold water, low pressure, only warm water?

You will have to explain the problem and then also tell us what type of water heater it is?

How old is this thing? Is it electrical 220 or 110? How many heating elements - is the circuit functioning. Breaker on or off?
Is it gas fired? Gas on or off?

Does the thermostat function?

You best luck if do not know the above - is to call a plumber... or mechanical contractor.

It depends how old it is. Sometimes, you will spend money on a repair and in two weeks, it springs a leak for which there is no fixin'.
If the tags are on the unit, it should have an approximate warranty or life date.
Gas problems are usually a thermal coupler. simple repair.
Electric, heating elements, again easy.
the internet has DIY instructions with pictures and warnings.
If you don't feel qualified to attempt a repair and the unit is fairly new, THEN call a plumber.

get a professional or a new one all togeather. Water heaters can be very dangerous if u do not know what you are doing. they can cause severe burning and/or explode. do not tamper with for your own safety
