Why the hell does the govt. have to do everything for you?
Why cant you do something for a change? This beggar problem is a simple one - there are beggars because there are people doling out alms. If they can get easy money without having to work at it, why would they want to work. Its a bloody indian thing - more specifically a hindu thing. We hand out alms to repent for our sins (bull.....), and then complain about a beggar menace!!! Stop giving alms, and you will kill the very reason for the existance of beggars - mafia or no mafia.

Same thing applies to bribing - stop giving bribes and you will start the process of ending corruption. Its something that has to be done by the people - enmass. You cant depend on a few politicians to do everything - infact anything.

Remember - the Preamble to our Constitution has laid down the laws ".....for the People, by the People, of the People......" The word politician does not figure anywhere in it. The ultimate responsibility of the fate of this country rests on the shoulders of her people - yours and mine.

This is a serious social issue that requires an immediate attention in India.
Like almost all other social issues, no one can put forward an instant solution to this problem.
Some third standard politicians may be using it for their personal motives, but the political support isn't all about it.
This problem can be solved up to a great extent if regional goverments, union government, local bodies and Indian railway work together with co ordination. Few steps to find a solution to this problm are:
1.Make begging illegal through legislation.
2.Let all regional goverments take the responsibility of the beggars who are within the respective boundaries from a particular date decided by the union goverment.
3.Rehabilitate the beggars in proper housing by means of persuation. Charitable socities and NGOs should be actively involved in this regard. This is the major task. Rehabiltation should not just be accomodation, but educating the civic duties, giving training in suitable trades, findind out and instituting suitable work areas, taking the responsibility of their children's education etc.
4.Persuation alone won't take all the beggars off the streets. Force may be used to keep them in pre-destined location. Since begging is illegal, they may be kept even in cofined areas. Human Rights Activists needn't cry foul.
5.Points 3 & 4 requires huge monitory involvement. We should remember that it isn't an additional spending, but fulfilling a social responsibility.
6.Beggars cross the state boundaries in railway coaches. Indian railway should be active to catch and punish all ticketless passengers.
7.Lastly, but not the least, we should be willing to accpet the rehabilated beggars in our society without any prejudies and bias.

Because sadly doing so will cause the political correctness commandos to come out and start crying racism or that the beggars' right are being violated.

Politicians always try to hold this kind of a trump card against their opponents so in the end for the politicians it's better to do nothing lest he or she lose votes from being labelled a racist. That's also why the politicians won't do anything against illegal immigrants or terrorists.

All governments try their best to serve their people well and efficiently. When people participate to help the government do it's job, by attending town hall meetings, awareness programs, etc. things can be done much more effectively. It's sad, some of the things fall through the cracks. No system is perfect anyway.

Best way to discourage beeging is to stop donating. Your donations can be made through well trusted NGOs who will utilize the money constructively.

Beggars don't ask you for much.
But the Government does ask you for a lot, and you pay, or else.
