Before my wife and i were married we wrote out our own form of vowels, went off to a deserted beach, exchanged our vowels gave each other a ring, it was just a commitment between the two of us. We later got married but the first ceremony still remains important to us, the wedding was just to exchange our vowels and make them legal between family and friends.

yes you can have a wedding ceremony without the papers. But for your marriage to be recognized by the state you need the papers.

Sure, the hard part will be finding a preacher willing to do it without the legalities. I don't think they are into doing fake weddings. You could always use an actor.

Yes. But don't tell the department that. Tell them you had it signed the same day as your ceremony or else they could make things complicated.
