DAT files are usually part of a VCD, as you already noticed.

Have you tried playing a VCD in your DVD player? Many DVD players will play VCDs.

If you really want to convert VCD's into Video DVDs, the conversion can be quite involved, and the results less than you expected. The reason is VCD is basically VHS resolution, 352x288 roughly (depeding on which system is in your in your area, SECAM, NTSC, or PAL) while DVD standard is roughly 720x480, almost 4 times as many pixels. Even with some data processing, the result will be pixely / blurry on a TV.

Assuming you don't care about all that, I will describe the rough process, and you can seek further help on each individual step.

1) Extract the MPEG-1 file and the audio file(s) from the DAT file (see VCDGear or VCDEasy)

2) Re-encode the MPEG-1 into MPEG-2, which is needed for DVD video. Video will also need to be resized to one of the compliant DVD resolutions. (see SUPER by eRightSoft)

3) The Audio will also need to be re-encoded into MP2 or AC3 format. (see BeSweet and various GUIs for BeSweet)

4) The result is then combined in an "authoring" program to generate the DVD image. (see DVDStyler or DVDAuthorGUI)

5) You then burn the image using your DVD burner to a blank DVD media.

All of the programs I referenced above are free and available at http://www.videohelp.com
