Sarcasm can be found in many cultures and it can be traced back to literature from Shakespearean days.
As we have studied in some psychology and counseling classes,
1. people do use sarcasm as coping mechanism,
2. but people also use sarcasm in provocative senses, in order to stir up emotions from the audience;
3. sometimes sarcasm is used as an unspoken way of understanding between two parties
4. sarcasm is often used among the "intellects" to state the obvious.

There is are two old sayings but they seem to contradict each other:
"Sarcasm is the lowest form of Wit and the highest form of Intelligence"; or
“Sarcasm is the lowest form of Humor but the highest form of Wit”
I think sarcasm is often used as a weapon to conceal anger.

in some instances, you are right. Naive people who lack social exposure and living experiences can be a lot more sarcastic. I am likely to be sarcastic with people who habitually ask silly questions and habitually do silly things.
