If this is Jacques Cartier from the Cartier Jewelry Line, then yes, it probably is genuine gold or silver. However, I've found no mention of "mint jewelry" in relation to the famous Cartier Jewelry family, so beware of this being a knock-off. Many costume-jewelry companies have used the name Cartier in an attempt to add prestige to their jewelry.
In the United States it is NOT against the law to not have a hallmark on a piece of gold or silver jewelry. The FTC regulations state very plainly that a hallmark (i.e. 14k, 18k, .925, etc.) can ONLY be placed on a piece of jewelry when a maker's mark is also placed on the jewelry. Therefore, many jewelry artisans who do not have a trademark/maker's mark do not hallmark their pieces. In fact, it is quite common to find genuine gold or sterling pieces which are not hallmarked.
Take the piece of jewelry to a jeweler. A simple test using acid can be conducted to see if the piece is gold, gold plate over base metal, gold plate over silver, silver, or a base metal. This test can be done on a very small, inconspicuous place on the piece so that it does not hurt wearability of the piece.

Well ... if it's the Jacques Cartier that I'm thinking of, who's associated with the Cartier jewellery empire, then I would have to say yes, it's most likely genuine gold or silver.
You can usually tell by the price of a piece if it's real precious metal or just plated. You can also tell by the weight of a piece (most of the time). If it's heavy, it's usually precious metal.
Gold and sterling silver, by law, have to be stamped if they're genuine precious metals, as well. So you can look for a stamping on your piece of 10k, 24k, etc for gold or 925 or STERL for sterling silver.
