They were both involved in match fixing to some extent. But their names were cleared to avoid too many controversies considering that Azhar and Jadeja had been banned. The BCCI had cleared them on the condition that they would never play for their country again as their image was tarnished.
Besides Azhar & Jadeja, Manoj Prabhakar too was banned. As to who all cricketers were banned besides the above was Hansie Cronje, Salim Malik.Others who were involved were Mark Waugh, Hershelle Gibbs etc.

Once a player trapped in these kind of allegations, it may be very difficult to come out from it. As we all know very well a little pin drop is a news in our country, they were proved as match fixer, do you think they can match Indian spectators expectations at this level.
