Starfire kissed him both "first" times!
And, I mean, c'mon. Of course they're going to kiss again, or they would if the show ever ran again...although they might keep the kissing off to keep the show G rated. *shrugs*
But the show bases largely off the DC comic, and that has them almost get married. So I think it's a fairly safe bet.

They did plenty of times in the comic book, but eventually Dick Grayson decided to return to the one he loved first, Barbara (Batgirl) Gordon, even though she was shot by the Joker and paralyzed from the waist down! I think that (eventually) the tv show will catch up to the comic book.
