This has been addressed already. In short, it's not someone hanging themself. Go to snopes.com or google "the Straight Dope" to learn the truth. Some folks say it's a dejected Munchkin, but it's actually a bird with a long neck, dipping its head in and out of some brush.
EDIT: Here's the link. Enjoy!

Here is a wierd little thing to do. When the movie goes to color turn down the sound and put on Pink Floyd's Dark Side of the Moon. The Album not the cd or tape or 8- track. It goes really well with what goes on. plus you know all the dialog so why here it again and again...

wowa, have never heard that before! It is on television tonight though, now Im having second thoughts about watching it with my 5 year old daughter!! Surely though, if it were true, it would have been edited out after all these years. hmmm who knows.
I do remember in the movie, Three Men & A Baby, there was a scene where there was a ghost like form standing at a window, rumour had it that it was a lady who used to live there & had jumped out that very window......eerie!!!!!
Okys, well I just watched it & indeed it can be portrayed as that but it is more clear that it is what Sunset Sam has given you the link to.

If you go to the Wizard of Oz web page they have a Q&A and this so happens to be a question, they say it's one of the large birds flapping it's wings and moving around.

The story I heard behind that was something about one of the little people not getting a part in the movie that he wanted so he decided to hang himself on the set while they were filming.

That's the rumor. Supposedly it's the guy who tried out for the part of the scarecrow but didn't get it. Or just some random guy who worked on the movie.

I heard that it was the tin man who hung himself, but it could just be a rumor.
