I've bought several. Old Toshiba 2060s and such. I usually have a little extra memory around and put Windows 98 2nd Ed on them. They get you on the internet and perform all the basic computer stuff just fine. Not everybody needs a gaming computer. Ebay sellers are generally honest. They'll say "As is" if they haven't tested the computer. A lot of old ones will have NT or something on them, so you need to be able to install a new OS from scratch. They might not come with the hardware drivers to do that. But if a seller has 1256 good comments from buyers and no bad ones, he's probably OK.

I have bought several laptops off ebay, Read the description carefully. Some laptops come without a OS, hard drive, memory, floppy, CD drive, battery, or power supply. For the cost of refurbishing something like that, yiou might as well buy a new laptop.

The cheap ones are usually quite slow and have very limited software, if any.

If there is a good laptop out there, the price will get bid up.

The only consolation is that if it's not quite what you thought, you can sell it again on Ebay.

the rule of thumb is, if it sounds too good to be true, it usually is.
